As investors contemplate 4Q26 macro risks, Washington, DC monetary and geostrategic policies over the coming six weeks fill a void until midterm results inform yearend legislative risks. Defense spending will be chief among those known uncertainties as lawmakers negotiate FY27 unfinished business. Until then, another FOMC meeting and earnings front run and possibly influence the December lame duck convening. In all the plausible 1H27 scenarios, AI policy disagreements top known 120th Congress uncertainties. Highlights this week include comments from two non-US central bank heads, a volatile head-of-state contest begins in Brazil the 8th largest economy is terms of purchasing power (10th in terms of nominal GDP), and we learn some of what FOMC members were thinking before hiking.

  • At a Senate Homeland Security subcommittee hearing on Wednesday witnesses stressed four common points
  • Inadequacy of current voluntary self-regulation
  • Urgent need for mandatory independent model testing oversight and incident reporting
  • Efficacy of existing safety testing regimes degrades quickly as model capability grows.
  • Dangerous gap between “AI capability” and progress in alignment science (reliable performance according to human safety intent during training and deployment) (HERE).
  • A bipartisan Senate duo involved in that process plan to introduce legislation mandating states collect and report on data centers’ environmental impacts.
  • BoE’s Bailey told a London School of Economics audience that AI buildout leverage will produce losers as well as winners, noting the market currently prices all as winners. He does not favor rigorous industry regulation at present but has instructed the Bank to develop stress tests for lenders and other providers of buildout leverage.
  • Softbank’s Masayoshi Son joined the growing list of people heavily invested in financial, commercial, and technological interests advocating safety and governance guardrails.

Infrastructure

Permitting reform prospects benefit from bipartisanship in the past five years, but the past two national elections and the one pending blocked decisive action. Last week, bipartisan Senate committee leaders introduced comprehensive reforms that would help AI buildout, while not solving all obstacles, and other infrastructure projects (HERE).
