SUMMARY
The war in Ukraine will be the subject of several discussions this week from New York City (UN General Assembly) to Uzbekistan where President Putin and Xi are set to meet. Washington is on the list as members of Congress continue to negotiate a ten-week continuing resolution (CR) that will likely include new dollars for Ukraine. We continue to believe that incentives favor inclusion in the CR of language to ease pipeline permitting procedures as was promised to Senator Manchin during negotiations for the new energy law. President Biden reportedly will soon sign an executive order to enhance US bio-manufacturing and research, another spoke in a growing industrial policy economic plan.
